Fr. David is a Capuchin friar and priest, having studied under the Capuchins since his high school days. He grew up with one brother and two sisters in a rural part of western Pennsylvania about halfway between Pittsburgh and Erie, where his parents still live.
Over the years, he has earned a Master of Arts degree in Theology, another in Christian Spirituality, as well as certificates in spiritual direction and directing retreats. He earned yet a third degree upon completing the Master of Science in Church Management program through Villanova University’s School of Business.
After being ordained to the priesthood in 1989 he worked as a parish priest for six years. Following that, he worked as a director of his community’s novitiate program for ten years. The novitiate is a twelve month program of intense prayer and study for young men discerning a vocation to the Capuchin life.
In 2006, Fr. David became the director of the Paul VI Pastoral Center in Wheeling, West Virginia – a place dedicated to offering retreats and programs promoting Christian life and spirituality and the quality celebration of the church’s liturgy.
After six years of working in provincial administration, Fr. David enjoyed the unique opportunity of a twelve month sabbatical, after which he was named pastor of Holy Spirit Catholic Church in Garfield Heights, Ohio (2017). In 2023 he was named director of pastoral care at McGuire Memorial in New Brighton, Pennsylvania which serves severely intellectually and physically disabled individuals.
The summer of 2024 arrived with a request from the provincial leadership to take up life and ministry in Baltimore, Maryland in its Park Heights neighborhood at Saint Ambrose Church. That joyful journey began on August 18, 2024.

Deacon Rubio began his professional career as a registered nurse and he obtained a Master's Degree in Health Care Administration from the University of Maryland. Throughout his professional career he has held various senior leadership positions and currently works at the Centers for Medicare and Medicaid Services. As a health care professional he has always believed in the importance of faith in helping those who are sick and injured become whole once again.
Deacon Rubio was ordained in 2007 by Cardinal William Keeler. His first diaconal assignment was at St. Matthew, and he currently assigned to the parishes of St Ambrose, and St. Gregory the Great. He has been on the Archdiocesan Board of African American Ministries, the Archdiocesan Deacon Placement Committee, the Daniel Ruud Scholarship Review Board, and the Cardinal Shehan School Board.
Deacon Rubio has been a writer for the Catholic Review, a facilitator of an annual “Men of Faith” retreat, has been a revivalist or Homilist at St. Bernardine’s, New All Saints, St. Cecelia’s, St Edward’s and Blessed Sacrament Catholic Churches.
Deacon Rubio has been married for over 30 years to his wife Michelle. They have 2 children and 3 grandchildren.
